With reference to your Confidential Des-
-patch of the 11th. ultimo, I have the honour to state that the
local Agent of the Peninsular and Oriental Steam Navigation
Company has verbally informed the Colonial Secretary that he
would be prepared, in the event of an application being made to
him by this Government, to refer to his Directors in London for
instructions as to whether a twenty-five per centum rebate may
be granted on all passages booked under the Free Passage Scheme,
upon the understanding (a) that all such passages should be
booked by P. and 0. Steamers, and (b) that payments under the
Free Passage Scheme should not be included in the total annual
sum paid to the Company for passages under the General Imperial
Scheme, or be taken into account in assessing the general re-
-bate due to the Imperial Government and to the Colonies
participating
